The Spotlight Initiative established for the first time in Trinidad and Tobago a foundation for a sustained and integrated approach to preventing family violence. The programme facilitated the improvement of institutional capabilities evidenced by timely accountability, problem solving and increased use of services by women and girls who are survivors of family violence.

Interactive engagement
Grassroot organizations are able to participate in baseline data collection, needs assessment and programme design along with government, EU partners, and UN agencies. This multi-stakeholder oversight mechanism ensures coordination and accountability among service providers.
Technological advancement
Information on services at community level are readily available to survivors through the use of appropriate information technology. Mobile applications are designed to allow for real time alerts by survivors for timely responses by the police.
Prevention intervention
Prevention interventions at community level are based on a lifecycle approach and focus on target populations at critical development phases - children, adolescents, youth, and new parents. The private sector and trade union movement are involved in the pillars of prevention and quality services. Essential services are utilized as service entry points for primary prevention.
Geographic focus
The programme is implemented in three municipalities — Tunapuna/Piarco, Mayaro/Rio Claro and Tobago. This focus allows for intensive and reinforcing work at the community level to improve service delivery in health and justice sectors as well as to promote social norms change.
Reaching the ‘furthest behind first’ for services
Mobile clinics, as part of the essential services package, improve access to sexual and reproductive health services and deliver primary prevention interventions for victims in hard-to-reach areas.
