The Safe Space Mentorship Programme (SSMP) in Malawi supports gender equitable social norms, attitudes and behavioural change at community and individual levels. Supporting girls and young women from 10 to 24 years old, SSMP is a weekly programme that runs for 6 months addressing gender perspectives, sexual and reproductive health and rights (SRHR), gender-based violence (GBV), harmful practices, referral pathways, and life skills from a rights-based perspective. Its purpose is to empower young women and girls to recognise that violence is illegal, how it violates their basic human rights, and…
All Spotlight Initiative programmes adopted a comprehensive theory of change and worked across all the Spotlight Initiative pillars to develop a comprehensive VAWG programme. The approach taken by Spotlight Initiative Mozambique was as follows:
To support legislation and policies to end VAWG (pillar 1), the Spotlight Initiative worked with the Government of Mozambique to reinforce legislation and policies and develop multiple legal and policy instruments. These instruments included the Multi-sectoral Mechanism for Prevention, Reporting, Referral and Response to Violence Against Children at…
Participatory monitoring ensures a needs-driven approach that adapts as new needs arise, enabling programmes to help identify appropriate interventions to meet the specific needs of survivors and civil society organisations.
Spotlight Initiative in Belize embraced a collaborative approach with civil society partners throughout the programming cycle, including in monitoring and reporting processes. Through community-based dialogues with implementing partners and beneficiaries, stakeholder consultations, and programmatic visits, the voices of civil society partners were meaningfully reflected…
Spotlight Initiative’s overarching goal in its Theory of Change (ToC) is to ensure that all women, especially those who are marginalised and vulnerable, live free from violence and harmful practices. Together with its partners, Spotlight Initiative aims to make concrete changes in six Outcome Areas or Pillars to end VAWG. Changes in these six Outcome Areas contribute to achieving SDG 5 and SDG 16. ToC “if/then” logic statements were then crafted for each Outcome to describe the desired results.
Example: IF/THEN TOC for Outcome 1 (Legislative and policy frameworks)

This video provides practical tips for essential service providers on how to engage with survivors in a gender-sensitive and survivor-centred manner. This video was developed as part of the programme "Safe and Fair: Realizing women migrant workers’ rights and opportunities in the ASEAN region (2018–2023)".
In Mexico, domestic violence related calls to 911 sharply increased by 46% in the first few months of 2020 due to the impacts of the COVID-19 pandemic. There was significant demand for shelters and not enough rooms available. To respond to this, the Spotlight Initiative programme, the national government, local governments and a hotel corporation built a multi-stakeholder partnership to provide free accommodation in hotels for women experiencing violence as an interim strategy. This was a complex partnership due to the diversity of actors from the public and private sector. To address this, a…
In Zimbabwe and Malawi, Spotlight Initiative programmes supported the development of sexual harassment policies at multiple levels.
In Zimbabwe, in collaboration with the Zimbabwe Gender Commission, the programme filled a critical gap by supporting companies to develop gender-based violence and sexual harassment policies through the creation of the Strategy for the Elimination of Sexual Harassment and Gender-based Violence in the Workplace in Zimbabwe 2021-2025. This was developed through a consultative process with feedback from diverse stakeholders including the government, trade unions…
The Spotlight’s Initiative Latin American Regional Programme developed an innovative survey tool called the Diagnostic Tool on Violence against Women. The goal of the tool is to lay bare the sexist behaviour in the leadership and culture of an organisation, and to identify organisational practices that can be designed and integrated to prevent and address VAWG. The survey is answered online through the Indic@Igualdad (Equality@Work) platform. There are multiple sections of the survey that ask staff to report on various areas related to VAWG.
From the results, an Organisational Violence…
The Mutuelle de solidarité (MuSo or Solidarity Fund for VAWG Survivors in English) responds to the economic dependence of women survivors of violence. It is both a popular financing tool and a self-help group. Since 2020, as part of Spotlight initiative, CAPAC - Centre d'Animation Paysanne et d'Action Communautaire - has been developing this solidarity fund system among women in Haiti to enable them not only to accumulate savings and grant loans tailored to their needs, but also to facilitate access to a contingency fund and external financing.

Most women in Malawi do not have access to formal financial services because of persistent barriers in access to identification documents, mobile phones, digital skills, and financial capabilities. To bridge the gap in digital financial services, Zayela Digital Finance Programme was officially launched in 2022. Zayela seeks to strengthen women's economic empowerment opportunities by promoting the digital financial inclusion of women and young women at risk of violence in Spotlight Initiative implementing districts.
