The Spotlight Initiative Regional Programme in Latin America worked to prevent, respond to and eliminate violence against women and girls and femicide (the most extreme expression of violence) at regional and sub-regional levels, addressing its serious implications for public health, development and general well-being. The programme had a special focus on Central America and Mexico due to the high prevalence of femicide in this region, along with the existence of unique aggravating factors. Programme strategies have reflected and responded to contextual challenges, such as the intensification of the migration crisis.
Interventions raised awareness of femicide, contribute to changing social norms and attitudes towards women, develop available and accessible quality essential services for survivors of violence, and producde data to inform policymaking and budgeting.
Innovation
- The programme focused on developing and solidifying partnerships, launching consultations with key stakeholders, and refining programmatic strategies and plans. The Spotlight Initiative leverages its convening power by establishing meaningful partnerships among actors that do not traditionally collaborate.
- The programme undertook research to deepen knowledge of the problem of femicide in its connection with strategic and emerging issues such as organized crime, the disappearances of people, gender-based violence in adolescents and young people, as well as sexual violence and violence in public and community spaces, focusing on reaching women who are exposed to greater vulnerability.
